Three arrests made in renovation fraud that targeted seniors: WRPS

Three arrests have been made stemming from an elaborate renovation fraud scheme that targeted seniors and led to half-a-million dollars in losses locally.
The Waterloo Regional Police Service (WRPS) started investigating the scam in the summer of 2025 and say numerous victims were targeted.
In some cases, suspects posed as contractors to push for a deal and demand payment. In others, a male suspect pretended to be a law enforcement officer to further convince the seniors the home renovation sham was legitimate.
Police say victims across the region lost more than $500,000 through the fraud incidents.
Earlier this month, three men were arrested and charged in relation to the investigation. Further details on the accused men have not yet been released.
Police note the local scams have been linked to similar incidents reported across Canada.
“Investigators have observed that renovation fraud schemes of this nature are often linked to organized criminal networks that operate across multiple jurisdictions in Canada,” wrote WRPS in a media release. “In some cases, individuals connected to these networks travel from outside the country and move between communities targeting homeowners, particularly seniors, using deceptive sales tactics and high-pressure contracts.”
Police are urging homeowners to take steps to verify a contractors’ legitimacy like checking credentials, references, and business history.
They also recommend being wary of any contractor who uses high-pressure sales tactics or demands immediate decisions, and always ensure a detailed written contract is in place before any work begins.
