Region seeking input on encampment clearing by-law

Waterloo Regional Council has scheduled a special public meeting as it looks to gather input on proposed amendments to the 100 Victoria Street North Site Specific By-law.
The by-law was passed by council back on April 23, 2025 as the Region looked for options to clear the homeless encampment to make way for construction of the Kitchener Central Transit Hub.
Mediation over the by-law began in November but no agreement was reached. A Superior Court hearing is now scheduled to proceed in February 2026. The Region wants to gather the input ahead of the upcoming court dates.
A special public meeting has been scheduled for Wednesday, January 7, 2026 at Regional Council chambers at 150 Frederick Street, Kitchener. The meeting begins at 6 p.m.
Regional Council will then go over the proposed amendments at a special council meeting on Friday, January 9, 2026, beginning at 9 a.m.
According to a press release from the Region, staff continue to support the individuals remaining at 100 Victoria St. That work includes helping them with their individual housing plans.
The Regions says 24 of the original 26 individuals living at the site have found alternative accommodations with the Region’s assistance.
