Kitchener committee recommends refusal on high-rise project

The heritage permit application form for the high-rise was the first item of Tuesday's Kitchener committee agenda. They recommended that council refuse the application due to a 'lack of information'.

The 19-storey residential building would be located at 22 Weber St. W, and would feature 162 units. 

That property is currently a surface parking lot that sits within the Civic Centre Neighbourhood Heritage Conservation District. 

According to the committee, there was not enough information provided to earn their support. The development is also currently under review before the Ontario Land Tribunal (OLT). 

“We are in front of the OLT right now,” said Garrett Stevenson, the city's Manager of Development Review.

“We have had four case management conferences, in which the OLT determines the housekeeping of how the actual hearing will occur. There is a two week hearing scheduled. We are in a position now that we have had case management conferences and then this will eventually proceed to a full hearing.”

The OLT hearing needs to happen for the project to continue so official plan and zoning bylaw amendments can be discussed. 

According to Stevenson, a site plan application has also yet to be submitted.

“We receive site plan applications from the development industry and the timing is largely driven by their project. In this case, the applicant is aware that a site plan application is required. However, they have not exercised an application at this time.”

Council will consider the recommendation at its meeting on August 22.
