‘Growing concern’ for harassment at Guelph council

The annual report from Guelph’s Integrity Commissioner shares a “growing concern” when it comes to councillors and the mayor being harassed and the ways they respond.
The report indicates that the commissioner’s office has received “various” requests on how to respond to in-person and online harassment.
“We would like to highlight a growing concern,” said John Mascarin, Guelph’s Integrity Commissioner, in the report. “Our standard advice to members facing harassment is to attempt to not engage with the other party/ies, and if de-escalation is not feasible, to quickly and safely withdraw from the situation.”
The commissioner concluded that if harassment becomes threatening, it should be reported to “the relevant enforcement authority” instead of the municipal administration.
There’s set to be a shake-up at Guelph council this fall. Multiple members of council have decided to step away from council chambers.
After 12 years in the top role, Guelph Mayor Cam Guthrie announced he will not seek re-election earlier this month.
Councillors Leanne Caron, Erin Caton and Michele Richardson have reportedly decided to not seek re-election next term.
