High-risk offender in Kitchener back behind bars after 24 hours

A day after a high-risk offender in Kitchener was released, he was arrested again.

Regional police said Kevin Koehler, 60, was arrested on Oct. 17 after receiving reports that he had allegedly been seen breaching the conditions of his release.

A public alert was issued on Oct. 16 by the Waterloo Regional Police Service’s Offender Management Unit saying that Koehler was released back into the community in Kitchener after completing a sentence for manslaughter, which he was convicted of in 2013.

According to police, Koehler was listed as a high-risk offender due to his “extensive” history of violent offence convictions, including assault, assault with a weapon, criminal negligence causing death and assault police. He also posed a significant risk to the public and had a high risk to reoffend.

He was bound by the following conditions:

  • Notify immediately of any change in address
  • Make no attempt to contact directly or indirectly with any past victims, or family members of the victims or witnesses in the cases he was convicted
  • To abide by a curfew, and to remain in his residence between the hours of 11:00 p.m. to 5:00 a.m.
  • To abstain from purchase and/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician. 

He was held for a bail hearing, where he was remanded and ordered to be held until his court date.
