The Ontario Review Board has heard a request from Richard Kachkar who killed a Toronto Police officer by running him over with a snowplow. Kachkar was found not criminally responsible in the death of Sgt. Ryan Russell — is asking to be moved to a less secure unit at the Whitby mental health facility where he’s detained.

Almost a month after the sudden retirement of a disgraced police officer who collected more than $550,000 in salary in four years while being suspended, Chief De Caire presented a white paper at the Hamilton Police Services Board meeting on Tuesday, seeking amendments to Ontario’s Police Services Act to allow suspension without pay for officers charged with serious criminal offences and those held in custody. In addition, he is asking the province to give police chiefs “the discretionary ability” to suspend officers without pay for serious police services act misconducts.
