Offender, with extensive criminal history, released in Waterloo Region

Regional police are warning the public of a high-risk offender who was released into the community after being arrested previously in October.

Officials said in a press release that Kevin Koehler, 60, was convicted of manslaughter in 2013; however, he has an “extensive criminal history,” including criminal negligence causing death, assault with weapon, assault, and assault police. 

Koehler was released from custody after finishing his manslaughter sentence in October. He was issued a judicial supervision order the same day.

Days after his release, he was arrested again and charged due to breaching his conditions.

On Feb. 13, police said he was released again.

He is bound by the following terms:

  • Notify immediately of any change in address
  • You shall make no attempt to contact directly or indirectly with any of your past victims, or family members of the victims or witnesses in the cases in which you were convicted
  • You are to abide by a curfew, and you are to remain in your residence between the hours of 11:00 p.m. to 5:00 a.m.
  • You are to abstain from purchase and/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician

Officials are releasing his photo and name because the force believes he poses a “significant risk to public safety.” They say he is “a high risk to reoffending or breaching his terms.”

Police are asking anyone who sees Koehler breaching any conditions of his release to call 911 immediately.
