New bylaw could affect encampments in Guelph on city-owned land

During a Guelph City Council meeting on Tuesday, a new bylaw was presented that could change things for encampments located on city-owned land.

That same day, a fire broke out at the encampment located at St. George’s Square in downtown Guelph. Police say no one was hurt in the fire.

The new bylaw was already on council’s agenda before the fire started.

Most of the conversation between councillors about adopting a Public Space Use bylaw happened in a closed meeting.

When they came out of the meeting, councillor Rodrigo Goller presented a motion that directed city staff to move forward with a draft bylaw.

“I’d like to move a motion that staff be directed to draft a Public Space Use bylaw to address safety concerns regarding encampments and related activities on lands owned or operated by City of Guelph to be brought for council consideration by the end of February 2024,” said Goller.

The motion was unanimously passed by Guelph City Council Jan. 16.

City staff are now directed to report back with a draft bylaw on Feb. 14 when council will hear from delegates.

“By clearly outlining guidelines for public space use with a bylaw like this, we’ll be better equipped to help address safety concerns for those who may be living in encampment settings and everyone who uses our public spaces,” said CAO Scott Stewart in a press release. “Safety for everyone, regardless of their situation, is key, and this bylaw will be another tool in our belt as we work to help achieve that.”

Guelph councillors will meet again on Feb. 27 for final approval of the Public Space Use bylaw.
