A Quebec coroner is recommending tougher restrictions and penalties for drowsy drivers after five people died during a collision in 2011 as a result of a motorist falling asleep at the wheel. In the report, Coroner Quoc Bao Do compares driving while fatigued to driving under the influence of alcohol. The report concludes that the accident was avoidable because it was caused by fatigue and lack of sleep. Do writes that drivers who are impaired due to fatigue or lack of sleep should face fines and heavy penalties similar to those issued to drunk motorists. The report also makes recommendations to the Société de l’assurance automobile du Québec in hopes of preventing more accidents linked to fatigue. This includes intensifying the SAAQ’s campaign to educate drivers on the dangers of driving while tired, Do calls for roadside signs encouraging motorists to make frequent stops and messages to alert Quebecers on the risks associated with fatigued driving.

The Ontario government is bringing back legislation that would ban payments for donations of blood and some of its related substances. Health Minister Eric Hoskins says the bill would also prohibit reimbursement for donors’ expenses and other compensation. The new legislation follows the opening of two clinics in Toronto that pay for plasma, a component of blood.
