330PM- Parking Ticket

Frank Smukavic was given a $350 dollar ticket for parking overnight at a local apartment in Kitchener without a visitor parking pass. Except the City of Kitchener didn’t issue it, a private company in Brampton did. He is now saying he won’t pay the ticket.
