Man connected to 2018 Kitchener house explosion could be granted travel passes

Udo Haan was found not criminally responsible last year for his wife’s murder and house explosion on account of a mental disorder at their Kitchener home on Sprucedale Crescent in 2018.

Haan has been detained at the Southwest Centre for Forensic Mental Health in St. Thomas.

The Ontario Review Board issued a decision on Thursday that outlined conditions that would need to be met for Haan to be issued travel passes. The board said these privileges are not guaranteed and are at the discretion of the hospital. The decision states that he needs to be taking his medication with good behaviour before any of these passes are granted.

Haan could be given access to parts of southwestern Ontario for up to five days, up to two times per year with supervision. He could be granted passes for up to 72 hours for up to six times per year in southwestern Ontario. He could also potentially live independently in Elgin or Middlesex county if the hospital allows it.

The hospital is responsible for notifying the local police at times when Haan enters the community and advising police of the conditions and terms.

The board holds these reviews annually.
