11:00 – Terror vs. Crime

When authorities revealed the stunning news of an alleged plot to attack a Halifax shopping mall both police and federal Justice Minister Peter MacKay stressed it wasn’t a terrorist plot.
Police said there is no evidence that ideology or culture is part of the allegations. But if plotting to cause mass murder in a public place is not called terrorism, then what is? Defining terrorism is a complex task, one that has preoccupied governments since the Sept. 11 attacks on New York and Washington. And, with Prime Minister Stephen Harper’s new anti-terror bill before Parliament, taking a closer look at the Canadian definition is all the more crucial.
11:30 – Private sector Policing

The provincial government is entering into a round of salary talks with several public sector groups, among them the police. Several smaller communities around the province have been hit hard by the rising costs of policing over the past few years. This has some asking questions about allowing private sector security companies to take over lower end police duties such as, low-priority burglar alarms, taking fingerprints, analyzing photo radar images, doing background checks etc. Earlier this month the Waterloo Regional Police Services Board approved its operating budget for the year. Board Chair, Tom Galloway says the budget of $145.6-million was approved after cuts of over $430,000 were made. Galloway says the budget represents a minimal increase on property tax bills, $10.70 cents or .6%.
