11:00 – Life in prison?
Jennifer Schulenberg, Professor, Sociology and Legal Studies, University of Waterloo
The Conservative Government is developing legislation that would mean some murderers will have no hope of parole. This would only apply to certain people convicted of first degree murder including killers of police and jail guards, anyone who kills during a sexual assault, kidnapping or act of terrorism as well as brutal murders. The legislation is expected to be tabled before parliament in June. Since Canada abolished the death penalty in 1976, the homicide rate has fallen to 1.44 victims per 100 thousand people – that’s the lowest rate since 1966. Meanwhile, opposition MPs say it would only make prisons more dangerous and they’d like to see a greater emphasis on rehabilitation of inmates. Professor in Sociology and Legal Studies at the University of Waterloo, Jennifer Schulenberg joins us to talk about the potential impact of this new legislation.
