Prince Edward Island motorists with multiple drunk-driving convictions could soon have to get coded licence plates telling police they are repeat offenders, if they want to keep driving without needing mini breathalyzers to start their vehicles. The Island is the first province in the country to introduce such legislation, according to P.E.I. transportation officials. The plates are part of a package of changes to the Highway Traffic Act aimed at curbing repeat impaired driving.

Canada is set to complete an expansion of women’s prisons, including Grand Valley Institution For Women in Kicthener, this month with new rooms designed to accommodate mothers and their babies or young children. Since 2008, only 14 children have participated at the federal level, with eight of them on a full-time basis. At least one inmate at GVI takes part in the mother-child prison program, a prison official confirmed Monday. Under the program, children under age four are allowed to stay with eligible inmate mothers inside the prison. Children under six are allowed on a part-time basis. Advocates for the mother-child program argue it can lead to positive outcomes for both the woman and the child. Some victim groups have argued it grants incarcerated women a privilege they don’t deserve. Prison staff have also raised concern about the safety of the children.
