A panel discussion held by the Greater Kitchener-Waterloo Chamber of Commerce on Tuesday to get to the heart of why Canadians are still illegally downloading music, movies and books.

Critics say our copyright laws are some of the worst in the world.

Graham Henderson is the President of the Canadian Recording Industry Association.

Henderson tells 570 News the people it’s impacting the most are the small performers just trying to launch their careers.

He says Canada has unusual levels of piracy.

Local musician, Loreena McKennitt says she went to one site and found four thousand copies of her entire catalogue had been downloaded in less than two months.

Bill C-32 is the Harper government’s third attempt to pass the Copyright Modernization Act, previous attempts failed when elections were called.
