Kitchener hopes hefty fines and better enforcement will keep sidewalks clear this winter

By Jeff Pickel

Not clearing your sidewalk now comes at a steep fine in the City of Kitchener.

The city announced that it is upping the fine to $400.00 if snow is not cleared within 24 hours of the end of snow fall.

In addition to the fines, the city has also hired four bylaw officers who will take a proactive approach to sidewalk clearing enforcement.

In the past the city has taken a reactive approach and would only investigate if a complaint was issued.

Gloria MacNeil is the Director of Bylaw Enforcement, she said this approach gives them greater ability to hold property owners accountable,

“The intent of the bylaw is to ensure sidewalks get cleared as soon as possible so that people have access and are not restricted with barriers such as snow and ice preventing people from getting where they need to go,” said MacNeil.

According to a release from the city, some property owners weren't complying with the bylaw creating a significant barrier for anyone with a walker, wheelchair, stroller or other mobility device.

The city said they will give a “one time notice” to the property owner if snow is not cleared and will return in 24 hours.

If snow still isn't cleared the city will clear it, and fine the property owner $400.00.

The city asks anyone travelling, or planning on being away for an extended period of time, to have a snow clearing plan in place.

Anyone needing assistance with snow clearing can contact the city about a number of programs.
