Regional staff look to address Charles Street Terminal soil contamination

The Region of Waterloo will soon be looking at a request for redevelopment at the Charles Street Terminal, but first, soil and groundwater contamination on the area must be addressed.
At the Regional council meeting Tuesday morning, Region of Waterloo staff will ask council to allow the completion of a risk assessment and record of site condition. Staff will also provide a recommendation on an approach to environmental remediation.
Director of Innovation and Economic Development Matthew Chandy, who reviewed the report being presented, said staff are hoping to get the site ready for redevelopment as soon as possible.
“What we’re asking council here is to approve an approach where this mitigation process is municipally led, and that will allow us to get going on it right away, and that could possibly save us eight months to a year,” he said.
The report states that the timeline for the risk assessment and record of site condition can range between 12 and 24 months.
The results of the identified soil and groundwater contamination were presented to council in March.
“The intent of getting all this environmental work is really to ensure we can understand what it’s going to take to clean up the site,” said Chandy.
Community consultation and technical studies for the vision of the Charles Street Terminal are anticipated to continue over the remainder of the year, according to the report.
“We’re trying to do the technical studies and the community consultation parallel so we can advance this project as fast as possible and get it to a development-ready state,” said Chandy.
